Voluntary Executive Plan for Social Protection and Advancing Economic Development – Jerash (2022–2025) 📊
In light of growing economic and social challenges, there is an urgent need to adopt an integrated and comprehensive approach to social protection, as it serves as a cornerstone for achieving sustainable development and social justice. The Voluntary Executive Plan for Social Protection and Advancing Economic Development in Jerash Governorate (2022–2025) emerges as a practical response to the escalating needs of local communities—especially in the wake of the COVID-19 pandemic, climate change, and the economic and social transformations that have impacted all levels of society.
This plan seeks to reinforce the concept of social protection as a comprehensive system of policies and programs aimed at reducing poverty, narrowing economic and social gaps, and achieving justice and equality. It does so by ensuring that vulnerable and marginalized groups have access to essential services and by expanding the social protection umbrella to include women, youth, persons with disabilities, informal sector workers, and residents of rural areas and poverty pockets.
The plan is built on a participatory and holistic vision that strengthens the central role of local communities, civil society organizations, and both the public and private sectors in driving meaningful change in the structure of social protection. It aims to maximize developmental impact through effective economic empowerment, the provision of decent work opportunities, support for entrepreneurship, and the promotion of sustainable livelihoods—particularly in vital sectors such as rural tourism, smart agriculture, and community services.
This plan was developed using a scientific methodology based on local context analysis, a review of relevant national and regional policies, and extensive consultative sessions with stakeholders—including target groups, local authorities, and experts—to ensure alignment with actual community needs, the national vision for social protection, the 2030 Sustainable Development Goals, and the National Social Protection Strategy.
The plan also aims to build a protection system rooted in justice and accountability, enhancing the community’s resilience in the face of crises and contributing to the development of a productive and equitable local economy—one that can adapt to change and strike a balance between economic growth and social justice
