The resolution marked a historic shift in understanding the relationship between women and conflict, as it was the first UN document to recognize the vital role of women not only as victims of conflict, but also as peacebuilders and partners in reconstruction and development.

The resolution is based on four main pillars: participation, protection, prevention, and relief and reconstruction. It calls on member states to integrate a gender perspective into their security, defense, and governance policies.

In Jordan, the National Action Plan for the Implementation of Resolution 1325 was launched in 2017 through the efforts of the Jordanian National Commission for Women, in cooperation with governmental institutions and civil society organizations. Within this framework, the Center for Change Agents for Sustainable Development emerged as one of the leading youth organizations working to implement the resolution’s provisions in rural areas, particularly in empowering rural women politically and economically, and enhancing their participation in community peace and security efforts.

The Center for Change Agents for Sustainable Development is a non-profit, youth-led civil society organization established in Ajloun Governorate, Jordan, in 2016 and officially licensed under number (200154820). The Center originated from a local youth initiative that believed true development begins at the grassroots level, and that young people are not merely recipients of policies but active participants and partners in their formulation and implementation.

The Center operates at both the local and national levels through a wide range of programs and projects aimed at promoting sustainable development, empowering youth and women, supporting education, protecting the environment, and disseminating a culture of human rights. The Center’s philosophy is based on integrating fieldwork, advocacy, and influence on public policy, grounded in the principles of transparency, governance, social justice, and community participation.

The Center for Change Agents for Sustainable Development is an active member of the Women, Peace and Security 1325 Coalition and, through this membership, contributes to supporting national efforts aimed at enhancing women’s participation in peacebuilding processes and maintaining community security. The Center, in collaboration with its partners within the coalition, implements programs and initiatives aimed at fostering a culture of dialogue, preventing conflict, promoting social cohesion, and advancing the role of women. The Center also strives to integrate women’s perspectives into public policies related to peace and security, based on its conviction of the importance of their role as essential partners in achieving sustainable development and social stability.

Alignment of the Center’s Work with Security Council Resolution 1325

The Center believes that sustainable peace cannot be achieved without women’s participation in decision-making, and that gender equality and justice are fundamental pillars of any development process.

Since the adoption of the resolution, the Center for Change Agents for Sustainable Development has sought to align its vision and programs with the resolution’s four main pillars: participation, protection, prevention, and relief and reconstruction. The Center has embodied these pillars through initiatives and practical practices that support the rights of women and girls in various regions of the Kingdom, particularly in rural and marginalized communities.

Participation: The Center works to enhance women’s presence in leadership and decision-making positions through training and awareness programs that focus on community and political leadership, women’s media, and participation in public dialogue. It also seeks to raise awareness of the importance of women’s participation in resolving local conflicts and promoting social peace.

Protection: The center implements activities aimed at protecting women from all forms of violence and discrimination and enhancing their access to justice, in cooperation with civil society organizations and human rights stakeholders. It also pays particular attention to empowering women in rural areas through media and community campaigns that advocate for equality and human dignity.

Prevention: The center focuses on preventing conflict and gender-based violence by promoting a culture of dialogue, tolerance, and peace education. It works to build the capacities of women and young women in community mediation and effective communication, thereby strengthening their role as peacebuilders in their local communities.

Relief and Reconstruction: The center contributes to national efforts aimed at supporting women affected by social and economic crises through economic and social empowerment programs, enhancing women’s ability to face challenges and rebuild their lives with dignity and independence.

Implemented Projects and Initiatives and Their Impact on the Ground

1. Rural Youth Political Space (2024-2026)

A pioneering project aimed at empowering youth in rural areas politically and socially, in partnership with the Rosa Luxemburg Foundation and Ajloun Voice Radio.

It serves as a practical model for the pillars of participation and partnership, providing young people with the opportunity to interact directly with decision-makers through dialogue sessions and political forums. It also contributed to enhancing rural political awareness and creating a new generation of local leaders capable of leading community development in peaceful and participatory ways.

More information about the Rural Youth Political Space project >>>

2. This is why the “Rural Women’s Forum – Equal Movement in the Rural Areas” was established. We see the mobilization of civil society, especially women, as an urgent step towards institutionalizing feminist work in rural areas, advocating for women’s rights, and confronting the violence, discrimination, and exclusion systematically practiced against women in rural communities by some. Thus, the Equal Movement was founded in 2020, taking upon itself the responsibility of giving voice to the voiceless and creating solidarity among rural communities to move towards change, achieve justice and equality, and adopt human rights standards. This aims to place the priorities of rural women on the agendas of policymakers at the local and national levels, in accordance with international standards of human rights and dignity.

As we reflect on the harsh realities of change, crises, resistance, and conflict in the Arab region, we hope to persevere and adapt to this evolving landscape. We also aim to mobilize national and international solidarity to sustain our collective work and shared achievements for rural women’s communities over the next three years. This year, we strive to continue deepening, developing, and building the rural feminist movement, despite the overlapping challenges faced by civil society and women amidst the oppression, violence, vulnerability, conflict, and instability plaguing the region, which have made women more susceptible to abuse, marginalization, and injustice.

From 2020 to 2024, we delivered fearless interventions and published research, policy briefs, and analyses on the intersections of gender, justice, and equality in rural areas. We embraced the pursuit of bold feminist agendas within coalition spaces—from local feminist politics to the broader feminist movement. We look forward to taking this momentum to new heights, driven by the rural feminist struggle for gender justice in rural areas. This will ensure the sustainability of this rural feminist movement and lead to genuine recognition of women’s role as equal partners in development, political decision-making, party work, and local governance, based on justice and equality.

We seek to sustain solidarity and cooperation with partners and donors to fund our interventions aimed at reducing violence, discrimination, and exclusion against women in rural and marginalized areas. These areas require urgent intervention and an emergency response to support the protection of rural women’s future and to end all forms of discrimination, violence, and exclusion.

Application to Join the Rural Women’s Forum

Application to Join the Committee of the Rural Women’s Forum

This safe space serves as a vital platform dedicated to providing psychosocial and artistic support to women survivors of violence. The space encourages women to reclaim their societal roles by creating a participatory and safe environment that fosters mutual support networks and strengthens feelings of belonging and empowerment. It also strives to break the silence surrounding gender-based violence and combat the stigma associated with it.

This space represents a comprehensive model for recovery and empowerment, combining psychological support with vocational and economic rehabilitation.
